All is not gloomy about COVID-19

Lockdown has pushed the whole province to a paralysis where the life has completely come to a halt. Pandemic has created fear uncertainty and compel us to change our social ways to interact with each other. However, every dark cloud has a silver lining, COVID-19 despite all these curses has also provided opportunities to correct our course and heal as a human and society. Let’s see what positive impact it has on Pakistan in general and specifically on KP.

Reunion of families:
Parents yearning for their children company living in foreign countries like USA, UK, America, and many other countries have finally got an opportunity to mingle with their loved ones who has returned due to this pandemic. Families who lived under one roof but could hardly enjoy family time due to their commitments can finally sit, relax and enjoy together. Family time is an essential ingredient that helps to create bond, love, connections and relationships among the family members. We can use this time and opportunity to rekindle that love which we lost in the hustle bustle of our over-committed life.

Resetting of environment:
The entire environment is resetting, ozone layer (region of earth stratosphere that absorbs most of the Sun’s ultraviolet radiation) is healing due to closure of major sources of ozone contamination. Peshawar, the second most polluted city in the entire world is in a green zone after a very long time where its dwellers can breathe fresh air and can enjoy clear blue skies.

Rekindling the charitable spirits:
All the Philanthropists in KP have responded enthusiastically to provide support to poor families who are affected by the lockdown due to COVID-19 outbreak. Many young people have stepped in to help needy families by providing moral and economic support through social media plugins, fund raising, personal assistance of financial aid and groceries in almost every district of KP. Domestic NGO’s such as Al-Khidmat foundation in KP has also contributed actively to ensure that the most vulnerable segment of society do not feel the effect of economic freeze and partial lockdown. A large number of youth has joined PM Imran Khan Tiger Force to help the week section of the society.

Institutes are adopting:
Even in the lockdown almost all the educational institutes in KP are adopting innovative ways and means to keep developing students learning progress. Institutes have started Google online classes and are facilitating students to remain active and busy in healthy activities. Health institutes are hyper active and are responding very well to the challenge at hand. One of the positive outcomes of the disease is that overall system of the country is maturing to respond in a better way if the country faces such pandemic situation in future.


Surviving on organic food:
Pandemic has made us realize that we can survive on organic food and shelve our addiction with junk food like KFC and pizza hut. More importantly, this pandemic has made us aware about the importance of organic food and its positive effects on health. Fortunately, organic food is cheap in Pakistan and easy to afford, it can help us save on our hard-earned money.

Final word:
The pandemic has compelled humankind to sit, take a deep breath and think of its collective course. It has united humanity and made the world realize that no one is immune or safe from a hazard no matter how strong or far he lives. In midst of disparity it has given the world a chance to correct its course and start contributing positively to heal environment for our future generations. I sincerely hope that once the pandemic is over we remember what we learnt in hard times.

COVID-19 and our environment

Ozone is the protective blueish thin stratosphere layer which absorbs and purifies ultraviolet rays, coming from the Sun directly towards earth in its tiny constituent parts which helps to minimize climate change, global warming, skin cancer and other health issues.

According to World Air Quality index 2019 AVG, Pakistan is ranked the 2nd most polluted country in the world with unhealthy level of air and has 9 cities including Peshawar in the top 250 polluted cities in the world. Pakistan is also ranked among the top countries affected by global warming and has already started to experience its effects through floods, erratic pattern of weather and droughts. This has further increased the significance of Ozone layer for countries like Pakistan.

Currently COVID-19 has completely paralyzed the entire world, affected our lifestyle and has restricted our freedom of movement. Pakistan has also implemented various steps including partial lockdown and other precautionary steps to stop coronavirus spread. These preventive measures are taking toll on our economy and badly affecting our daily life. However, something unprecedent is happening, the environment has started healing. It seems as if the world has gone in a reboot mode to repair itself. With a drastic decrease in pollution, cities like Peshawar air quality has drastically improved, Ozone layer has also started healing and people have started to observe the change. Let’s analyze, why Ozone layer has started healing and how we can manage to reduce damage when we go back to our normal routine after corona pandemic.

Reduction in Automobiles:
The harmful gases emission from automobiles’ silencer create smoke, smog and pungent smell. These gases result in acid rain, cough, asthma, lung cancer problems in people. However, due to lockdown local transports have been stopped while only food supplier heavy vehicles are allowed to move. Due to which, the fuel burns emission of carbon monoxide, hydrocarbons and nitrogen oxides have reduced significantly. This has aided in reducing stratospheric deterioration.

Industrial closure:
Industries established in KP are more in urban areas due to which people of cities are highly vulnerable to polluted environment. Gadon (Swabi), Hayatabad (Peshawar) and Mardan are some well-known industrial areas, where breathing problems are reported and are also affected by heat stroke and floods. Partial lockdown has resulted in the closure of these industries which are a larger consumer of fuel and producer of effluence. Therefore, lockdown has condensed pollution in air.

Less consumption of energy:
Workplaces, offices and earning points are temporarily closed on the basis of social-distancing and self-isolation which has helped to conserve energy and overcome excessive use of LNG, natural gas, automobiles, fossil fuel, electricity. This has helped in the decrease of pollutants affecting atmospheric drastic change to extreme cold or hot.

Reduction in appliances:
Pollution is directly proportional to number of appliances in use. KPK urban areas such as Kohat, DI khan, Peshawar, Mardan and other cities experience extreme hot weather in summer, due to which people prefer to use refrigerators, air conditioners and fragrant sprays etc. However, they are the main source of destructive gases. Due to lockdown, majority of the offices and shops are closed and use of appliances has reduced which has resulted in less greenhouse gases production.

KP is experiencing improvement in its environment which is clearly visible to the public, duly appreciating it on social media platforms. However, to maintain the healing process and ensure that improvement is not temporary, government and public needs to adopt ways and means which are less harmful for environment. Pollution is a more lethal killer than COVID-19, the sooner we realize this fact the better it will be for us and our coming generation.

Mardan city a happy pocket for religious minorities

Religious extremism in Pakistan though declining is still prevalent and is one of the factors which global media highlight from time to time. It not only mars global image of Pakistan but also affect government efforts to develop tourism industry and attract foreign tourists. Religious minorities like Christians, Hindus and Hazara communities though largely safe still faces numerous difficulties due to their religion.
According to reports, the population ratio of religious minorities at the time of independence was approximately 23 percent but now has shrunk to three or four percent owing to various reasons including forced migration. The state and civil society of Pakistan has forgotten the vision of their founding father Quaid-e-Azam Muhammad Ali Jinnah who in his first speech to the constitutional assembly had said, “You are free to go to your respective places of worship and religion has nothing to do with the business of the state.”
Many human rights organization like Human Right Watch and Amnesty International have highlighted the issues related to the violence against Christians, Hindus and Hazara community. According to the reports of an organization Movement of Solidarity and Peace in Pakistan, more than 1000 women belonging to Christian and Hindu communities are forced to marry Muslim men every year.
Beside this, many cases of sexual abuse, kidnapping and other domestic violence have been reported and exposed by the international media and NGOs. Despite state efforts, such cases are still regularly reported in Sindh and Punjab provinces of Pakistan. Comparatively Pashtun Belt is considered a safe region for minorities as history has proved that KP population is more secular by nature. A very small number of violence cases against minorities have happened in KP.
Mardan which is the second biggest city of KP is home to more than 150 families of religious minorities including Christians and Hindus and most of them are living in the famous street of Mardan called Sham Ganj. Mardan city has become one of the most tolerant and safest place for minorities in Pakistan.
According to Shiraz, a Christian, “I am from Christian community living in the Muslim dominated area but I have never felt any isolation since my childhood because we live in peace and love and have never face any attack or discrimination from the Muslim community.”
Majority of minorities have some grievances from the government but they do not have any problem from the civil society as they are living a safe life among the Muslims dominated area.
He said, “We don’t have any issues or threats from the civil society or Muslims community as they are dealing with us in a very respectable way and beside all the other freedoms we are enjoying religious freedom in Mardan and you cannot find any violence related to religious freedom in the history of Mardan.” But it is right that we have some grievances from the government related to our jobs and education, he added.
The ratio of Hindus population is comparatively less than that of Christians in KP. A Hindu woman living in Sham Ganj Street of Mardan without exposing her name said, “I feel proud to be a part of such society which gives much honour and respect to women and I have received the same respect from my Muslim neighbours as they are giving to their own daughters and sisters.” She elaborated that she was a university student and all of her class fellows loved her same like they loved their own family members.
In her last comments she said, “The international media and NGOs must also highlight these happy pockets for religious minorities as it will portray the real image of Pakistan to the rest of the world.”
According to Human rights organizations Sindh and Punjab are the most unsafe regions for minorities in Pakistan. Human Rights Commission of Pakistan Vice Chairman Kamran Arif said, “It is a positive thing that there are some happy pockets for religious minorities in Pakistan and particularly in Khyber Pakhtunkhwa, but overall there are still issues related to minorities’ rights in Pakistan which needs to be resolved on urgent basis.”

Government of Pakistan should provide monetary assistance to reduce their hardships during lockdown amid COVID-19

KP transgender community problems amid COVID-19

It is a harsh fact that rights of transgenders community in Pakistan and specifically in Khyber Pakhtunkhwa are severely violated as they are not given due respect in society. Many transgenders fall victim to sexual harassment seldomly reports it due to lukewarm response of police and government authorities. Transgender people usually face discrimination while searching for a job and are forced to beg, dance or work as prostitutes in order to earn money.

Pakistan documented its transgender population for the first time in 2017 census. It has estimated their number over 10,000. As per these counts, transgenders cover 0.005 percent of the total population. But this number is greatly contested by the leaders of the community who claims that the actual number is far greater than the one reported. According to Farzana Jan head of the transgender community, there are around 45,000 transgenders in KP and at least half a million nationwide, against the official figure of 10,418, in a population of nearly 207 million people.

Khyber Pakhtunkhwa government has taken various steps to reduce discrimination against transgender community in the province. It has introduced steps like, allocation of 74 separate beds for transgenders at different government hospitals and passed transgender Protection Act 2018 but the community still faces discrimination.

According to Farzana Jan, the government had made many claims and promises regarding the protection of their rights but little has been done in this regard. While answering a question regarding the separate wards in hospitals she said that the government had merely announced this but are yet to implement it practically.
Recalling an old memory, she said that one of her friends was shot by some criminals and when they brought her to LRH, the doctors were reluctant to treat her. Due to delay in treatment, she lost her life in the hospital.

As per the data available with Blue Veins, an organisation working for transgender rights, a total of 1,131 cases of violence against transgenders were reported between 2015 and 2017 in KP. “Of these, 67 cases were of murder which include 42 transgenders killed by their boyfriends/intimate partners and four by their respective families, in the name of honour.”

According to Trans Action another organization working for the rights of transgender community, over 600 attacks against transgender women were reported in KP in 2018-19.

In presence of all these hardships, the community is now facing fresh challenges due to current lockdown. A large fraction of transgenders depends solely on beggary and dancing for their sustenance. The lockdown has reduced their earning from zero to minimal leaving them helpless and without any money.

Describing the plight of transgender people in Peshawar, Farzana Jan told us that lockdown was important to curb the outbreak of virus but the negligence of the provincial government has stopped our lives and we have nothing to eat and drink. She lamented that they are also human being who deserves to be respected and loved. Government should not ignore the fact that we are the most vulnerable community to the virus.

Appreciating the role of NGOs and civil society, she said that, in such hard times when the government has ignored us, the civil society is helping the community to survive the hardships of lockdown. It is important to mention that Al-Khidmat Foundation – a non-profit organization owned by a political party of Pakistan Jamaat-e-Islami has initiated a ration-distributing Programme for the transgender community across the country. Government has recently announced Ehsas Programme across the country to help poor families in lockdown. It should also incorporate a specific quota of monetary assistance for transgender community in order to reduce their hardships.

وزیراعظم کے پرنسپل سیکریٹری اعظم خان کون ہیں؟

اعظم خان پاکستان ایڈمنسٹریٹیو سروس کے گریڈ بائیس کے آفیسر ہیں ، جوکہ اختیارات کے لحاظ سے بیورو کریسی کی سب سے طاقتور پوسٹ ہوتی ہے، اعظم خان کا تعلق ضلع مردان کے علاقے رستم کے گائوں کھنڈر کس کو ترپان سے ہے، پشاور میں میری عملی صحافت سال ۲۰۱۰ میں شروع ہوئی، اس لئے، اس سے پہلے کے معلومات کیلئے میں نے سیکرٹریٹ بیٹ کرنے والے سینئر صحافیوں اور کئی سینئرریٹائرڈ بیورو کریٹس اور سیاستدانوں سے رابطے کئے، اکثریت کے مطابق اعظم خان کی پوسٹنگ جہاں بھی ہوئی اور جس نے بھی کی تو وہ دو سے تین ماہ کے دوران متنازعہ بن جاتے۔ ہاں یہ بات تقریباً سب نے تسلیم کی کہ اعظم خان فائلوں کا انبار نہیں لگاتے بلکہ فوری اور بلاخوف بولڈ فیصلہ لیتے چلے آرہے ہیں، یہ بتایا جارہا ہے کہ سال ۱۹۹۸ میں جب صوبہ سرحد میں مسلم لیگ کی حکومت تھی اور سردار مہتاب عباسی وزیراعلی تھے،تو انہوں نے ڈپٹی کمشنر پشاوراعظم خان کو ناراضگی کی بنیاد پر عہدے سے ہٹا دیا تھا۔جب سال ۲۰۰۲ میں  صوبہ میں  ایم ایم اے کی حکومت بنی، اور اکرم خان درانی وزیراعلیٰ بنے تو ذرائع کہتے ہیں کہ وزیراعلٰی اکرم خان درانی نے اپنی پہلی ہی سرکاری میٹنگ کے بعد اعظم خان کی خدمات وفاق کے حوالے کیں اور یوں صوبہ بدر کیا، ۲۰۰۶میں اعظم خان جنوبی وزیرستان کے پولیٹکل ایجنٹ بنے، یہ وہ دور تھا جبکہ قبائیلی علاقوں میں غیر ملکی دہشتگردوں کے خلاف پاک فوج کی کاروائیاں شروع ہوچکی تھیں، کئی ڈرون حملے بھی ہوئے ، ان تمام واقعات کی تفصیلات پولیٹیکل ایجنٹ اعظم خان ملکی و غیر ملکی میڈیا کو دیتے رہے، جس کی وجہ سے انٹرنیشنل میڈیا کے لوگ جوق درجوق جنوبی وزیرستان آنے لگے، ذرائع کے مطابق اس وقت کے ڈی جی آئی ایس پی آر میجر جنرل شوکت سلطان کی جانب سے منع کرنے کے باوجود وہ  پولیٹیکل ایجنٹ کی حیثیت سے  میڈیا کو بریفنگ دیتے رہے جس پر انہیں ان کے عہدے سے ہٹایا گیا، بعد میں جب میں اور حضرت خان مومند سال ۲۰۱۸ میں اعظم خان ( جو چیف سیکریٹری  خیبر پختونخواہ بن چکے تھے) سے ملے ، اور حضرت خان مومند نے ان سے آئی ایس پی آر والے تنازعے کے بارے  میں پوچھا تو انہوں نے اقرار کرتے ہوئے کہا کہ چونکہ وہ  پی اے اور ایجنسی کے انتظامی سربراہ تھے،اس لئے تفصیلات فراہم کرنا ان کی ذمہ داری بنتی تھی۔

۲۰۰۷کے انتخابات کے نتیجے میں صوبہ سرحد میں عوامی نیشنل پارٹی اور پاکستان پیپلز پارٹی کی مخلوط حکومت بنی، مردان سے تعلق رکھنے والے وزیراعلی امیرحیدر خان ہوتی نے اعظم خان کو مردان سے تعلق کی بنا پر پرکشش عہدوں پر تعینات کیا، امیر حیدر ہوتی کی حکومت میں اعظم خان مختلف اعلیٰ انتظامی عہدوں پربراجمان رہے جس میں ایم ڈی ٹوارزم، سیکریٹری ، کلچر واثار قدیم ،سیکریٹری سپورٹس کمشنر پشاور اور انتہائی اہم پوزیشن سیکریٹری  ہوم اینڈ ٹرائیبل افئیرز شامل ہیں، اپریل ۲۰۱۲ اے این پی کے دور حکومت میں جب دہشتگردوں نے بنو ں جیل پر حملہ کرکے جیل توڑا اور بڑی تعداد میں اپنے ساتھی دہشتگرد فرار کروائے، تو اس وقت اعظم خان سیکریٹری  ہوم اینڈ ٹرائیبل افئیرز تھے۔

۲۰۱۳کے عام انتخابات میں خیبر پختونخواہ میں پی ٹی آئی ، جماعت اسلامی اور قومی وطن پارٹی کی مخلوط حکومت بنی، نئی حکومت کے ابتدائی تین ماہ کے دوران یعنی 29 جولائی کو دہشتگردوں نے ڈی آئی خان جیل توڑا، اوروہ  175قیدی جن میں 35 ہائی پروفائل دہشتگرد بھی شامل تھے، چھڑوانے میں کامیاب ہوئے۔ اس واقعہ میں چار پولیس اہلکاروں سمیت نو افراد ہلاک بھی ہوئے۔ جیل بریک کا یہ دوسراواقعہ بھی اعظم خان کے اس دور میں ہوا جب وہ  سیکریٹری  ہوم اینڈ ٹرائیبلافئیرز تھے ا،جس کی تحقیقات کیلئے  وزیراعلی پرویز خٹک کی ہدایت پر سینئر بیورو کریٹ ڈاکٹر حماد اویس آغا کی سربراہی میں انکوائری کمیٹی بنی،کمیٹی نے  اعظم خان سے پوچھ گچھ کی  جس پر انہوں نے انکوائری کمیٹی کو بتایا کہ انہوں نے وزیراعلی کو فون کیا تھا، لیکن وزیراعلی پرویز خٹک نے ان کا فون اٹینڈ نہیں کیا، یکے بعددیگرے جیل بریک کی وجہ سے اعظم خان کوسیکریٹری  ہوم اینڈ ٹرائیبل افئیرزسے ہٹا دیا گیا۔اعظم خان کی ملازمت تنازعات سے بھری پڑی ہے۔

جب سال 2014 میں اس وقت کے گورنر کے پی سردار مہتاب عباسی نے اعظم خان کو بطور ایڈیشنل چیف سیکریٹری  فاٹا تعینات کیا۔تو دو ماہ کے دوران ہی گورنر سردار مہتاب عباسی او ر اے سی ایس اعظم خان کے درمیان اختلافات کھل کرسامنے آگئے،

ذرائع کے مطابق گورنر مختلف قبائیلی ایجنسیوںمیںمن پسند پولیٹیکل ایجنٹ /اور اسسٹنٹ پولیٹیکل ایجنٹ تعینات کرنا چاہتے تھے، لیکن ،اعظم خان ان کی راہ میں رکاوٹ بنے ان کا موقف تھاکہ وہ  انتظامی تقرریاں اور تبادلے خود کیا کریں گے، یاد رہے فاٹا میں پولیٹیکل ایجنٹ لگانے کیلئے کروڑوں کی رشوت دی جاتی تھی اور یہ ڈھکی چھپی بات نہیں۔

بعض ذرائع کے مطابق ان کے درمیان اختلافات فاٹا میں ریڈیواسٹیشنوں کے قیام پرپیدا ہوئے ، جس پر سردار مہتاب احمد خان  عباسی نے اعظم خان کو ایڈیشنل چیف سیکریٹری  کے عہدے سے ہٹا دیا۔ اب ایک دلچسپ واقعہ کی طرف آتے ہیں۔ ۲۰۱۴ میں چیئرمین پی ٹی آئی عمران خان اور انکی سیکریٹری  اطلاعات مرحوم نعیم الحق خیبر ٹی وی کے دورہ پر آئے تھے۔ یہ ایک بے تکلفانہ ملاقات تھی، جس میں چیف ایگزیکٹیو اے وی ٹی چینلز نیٹ ورک کامران حامد راجہ صاحب اور خیبر ٹی وی کے سینئر منیجمنٹ کے چار دیگر عہدیداران بھی موجود تھے۔ عمران خان  نےصوبائی حکومت کے ساتھ بیورو کریسی کی عدم تعاون کا گلہ کیا اور کہا کہ کہ پرویز خٹک محنت کرتے ہیں بیورو کریسی فائل کے اوپر بیٹھ جاتی ہے، اور جب ہم مرکز سے کسی بیوروکریٹ کو مانگتے ہیں تو وہ شہباز شریف کو دے دیتے ہیں۔اس وقت خیبر پختونخواہ میں محمد شہزاد ارباب چیف سیکرٹری تھے اور پرویز خٹک کے ساتھ تعلقات انتہائی خراب  تھے۔ جس پر ارباب صاحب نے پرویز خٹک کے خلاف عمران خان کو ایک خط بھی لکھا تھا۔عمران خان نے مجھ سے تیز کام کرنے والے اور بلا خوف فیصلہ کرنے والے بیوروکریٹس کے  بارے  میں پوچھا، تو میں نے تین نام جن کو میں کام کے حوالے سے جانتا تھا خان کو بتا دیئے۔ وہ تینوں نام نعیم خان، ڈاکٹر حماد اویس آغا اور اعظم خان کے تھے، خان نے مرحوم نعیم الحق کو کہا کہ ان ناموں کے بارے میں تھوڑی معلومات چاہئیے، مرحوم نعیم الحق نے تھوڑی دیر بعد کسی سے رابطے کرنے کے بعد خان صاحب کو بتایا کہ نعیم خان جونئیر ہیں، ڈاکٹر حماد اویس سیکریٹری  فارسٹ ہیں اوراعظم خان کی گورنر کے ساتھ اختلافات اور مسائل  کےبارے میں خبریں ہیں، لیکن عمران خان کی دلچسپی اعظم خان میں اس لئے بڑھی کہ ان کی مسلم لیگی گورنر کے ساتھ اختلافات پیدا ہوئے تھے،اس لئے  وہ پی ٹی آئی حکومت کو فطری طور پر سپورٹ کرینگے۔ اس طرح شائد یہ پہلی بار تھا کہ عمران خان کے ساتھ اعظم خان کا تعارف خیبر ٹی وی کے دفتر میں ایک نشست میں اتفاقاً ہوا۔ اس کے بعد پی ٹی آئی کی حکومت میں اعظم خان سیکریٹری  ٹوارزم بنا ئے گئے۔اور غالباً ۲۰۱۵ میں ایڈیشنل چیف سیکریٹری  پی اینڈ ڈی بنائے گئے، اس دوران وزیراعلی پرویز خٹک کے نئے چیف سیکریٹری  امجد علی خان کے ساتھ بھی نہیں بنی، جنہیں اکتوبر ۲۰۱۶ میں ہٹاکر عابد سعید کو چیف سیکریٹری  بنا دیا گیا۔ اگست ۲۰۱۷ میں عابد سعید کی ریٹائرمنٹ کے بعد تقریبا ایک ماہ تک چیف سیکریٹری کی پوسٹ خالی تھی، وجہ یہ بتائی جارہی تھی، کہ عمران خان ، اعظم خان کو چیف سیکریٹری  بنانا چاہتے  ہیں، جبکہ پرویز خٹک ان کی  مخالفت کررہے تھے، تاہم ۱۴ستمبر۲۰۱۷ کو اعظم خان کو چیف سیکریٹری خیبر پختونخوا بنا دیا گیا۔ شروع کے چند مہینوں میں وزیراعلی پرویز خٹک اور اعظم خان کے تعلقات نارمل تھے، لیکن جوں جوں چیف سیکریٹری اعظم خان ، عمران خان کے درمیان قربت بڑھتی رہی، پرویز خٹک کے ساتھ انکے تعلقات خراب ہوتے گئے، پرویز خٹک نے انہیں ہٹانے کی کوشش کی لیکن اعظم خان عمران خان کی اشیر باد کے باعث چیف سیکریٹری  کے عہدے پر برقرار رہے،  ۲۰۱۸میں الیکشن کا اعلان اور نگران حکومتیں بن جانے سے اعظم خان کا تبادلہ ہوا، اورعام انتخابات کے بعد جب  عمران خان وزیراعظم بن گئے، تو انہوں نے اعظم خان کو اپنا پرنسپل سیکریٹری  مقررکردیا ، باوجود اس کے کہ وہ 21 ویں گریڈ میں اور سینیارٹی لسٹ میں کافی نیچے تھے،کے پی میں پی ٹی آئی کی پچھلی حکومت سے لیکر اب تک یہ تاثر تھا کہ اعظم خان اور عاطف خان کے  درمیان بہترین تعلقات ہیں اور یہ بھی ایک وجہ بنی تھی کہ پرویز خٹک اور اعظم خان کے درمیان بداعتمادی پیدا ہوئی تھی،لیکن باخبر ذرائع کے مطابق سینئر وزیرعاطف خان اور شہرام ترکئی سینئر بیوروکریٹ ڈاکٹر فخرعالم کو چیف سیکریٹری   بنانا چاہتے تھے، ان کے مقابلے میں مشیر وزیراعظم برائے اسٹبلیشمنٹ محمد شہزاد ارباب شہزاد بنگش کیلئے کوشش کررہے تھے ، لیکن اعظم خان کاظم نیاز کو چیف سیکریٹری کے پی بنانے میں کامیاب ہوئے۔اسی طرح ائی جی کے پی پولیس کی تعیناتی میں بھی اعظم خان اور محمد شہزاد ارباب کے اختلافات کی وجہ سے ڈاکٹر نعیم خان کو ہٹا کر ڈاکٹر ثنا اللہ کو ائی جی پی لگا دیا گیا ، اس کی وجہ سے ان کے اختلافات شدید ہوگئے۔ اس دوران وزیردفاع پرویز خٹک کے  چونکہ محمد عاطف خان اور ارباب شہزاد کے ساتھ تعلقات خراب چلے آرہے تھے ۔ وہ اعظم خان کے قریب آگئے ، جس کی وجہ سے پہلے عاطف خان اور شہرام ترکئی اور اب کے بار محمد شہزاد ارباب وزیراعظم عمران خان کا اعتماد کھو بیٹھے عوامی نیشنل پارٹی کی حکومت میں اعظم خان  پرکشش عہدوں پر تعینات رہے، لیکن وہ کبھی بھی وزیراعلی امیرحیدرہوتی کی قربت حاصل نہیں کرسکے تھے، اس لئے یہ جاننا اہم ہے کہ آخر اعظم خان نے عمران خان کو اپنا گرویدہ  کیسے بنالیا، اس کے بارے میں  پشاور کے بہت ہی باخبر سینئر صحافی لحاظ علی کہتے ہیں، کہ اعظم خان  عمران خان کی پسند وناپسند کو جان گئے تھے، مثلا سیاحتی اور ثقافتی سرگرمیاں جیسے موسیقی، میلوں کا انعقاد کرنا،نشترہال کی رونقیں بحال کرنا، آرٹسٹوں اور فنکاروں کیلئے ماہانہ وظیفہ مقرر کرنا، آثار قدیمہ کی پروموشن، نوجوانوں کیلئے یوتھ سمٹ،صوبائی سطح پر گیمز کا انعقاد، ڈپٹی کمشنر کی کھلی کچہری کا انعقاد اور سب سے بڑھ کر میڈیا کے ذریعے ان تمام کاموں کی زبردست تشہیر شامل ہے، اور عمران خان کو یہ چیزیں پسند تھیں، اعظم خان بالواسطہ یا بلاواسطہ الزامات کی زد میں بھی آئے۔ جیسے کہ ڈائریکٹر آثار قدیمہ ڈاکٹر عبدالصمد کو نیب نے  کرپشن کے الزامات میں گرفتار کیا جس کی تعیناتی اعظم خان نے کی تھی، اس طرح انکے  تحت ٹورازم کے کئی ایک ایونٹس میں کرپشن کے الزامات لگے، انکوائری بھی ہوئی،لیکن انکوائری رپورٹ دبا لی گئی، مالم جبہ اراضی سکینڈل تو بہرحال نیب میں ہے، اس کے علاوہ اعظم خان پرایک   الزام  یہ بھی ہے کہ وہ فیورٹزم کرتے ہیں جس کی مثال طارق خان اور عادل صافی کی اہم عہدوں پر تعیناتی  ہے، یہ بھی کہا گیا کہ اعظم خان نے  22گریڈ کی پروموشن بورڈ کی سربراہی کی  جس میں انکی اپنی پروموشن کیس بھی شامل تھا، جہانگیر خان ترین کی حالیہ الزامات کے بعد اعظم خان میڈیا کی شہ سرخیوں میں آگئے ہیں۔
