AFGHANISTAN ELECTIONS AND CURRENT SITUATION

The self proclaimed undisputed leader of Afghanistan Ashraf Ghani won his second consecutive term after much awaited results of Afghanistan’s general elections were announced by the country’s Independent Election Commission on February 18, more than almost four months after the elections were ended.
The final results were originally to be announced on November 7 but were repeatedly delayed amid accusations of misconduct and technical problems with counting ballots.
However, the delay in announcing the results of polls has raised many important questions which are needed to be answered with meaningful arguments.
Before we go into the details of these questions it is here important to mention that the turnout in the recent elections was unexpectedly low due to many issues.
According to the political experts in Afghanistan, the turnout was low partly because of insecurity in parts of the country which made it impossible for a lot of Afghans to come out to vote for their candidates.
But the facts can not be ignored that Afghans have lost hope in the electoral processes and termed the election as nothing more than a pre-planned fraud.
If we talk about the details of results announced by the independent Election Commission Ashraf Ghani bagged 9,23,592 votes, or 50.64%, in the election that took place on September 28 last year while his opponent and the country’s Chief Executive Abdullah Abdullah received 7,20,841 votes, or 39.52%.
Nearly one million votes were discarded due to irregularities. Afghanistan’s total population stands at about 37 million, with 9.6 million registered voters.
While rejecting the results of the polls, Abdullah Abdullah has said that they were in no state to accept the results of these manipulated and rigged elections.
He tweeted that, “My message to the Afghan nation tonight is: there is no doubt that we are the winner of elections based on transparent and biometric votes. The decision on disputed votes was illegal and amounts to a coup and national treason in favour of our rival team.”
He further said, “We do not accept the fraudulent results. We are announcing our victory. We will now form an inclusive government. We call on all our compatriots who believe in democracy and fairness to stand with us. God protect our country.”
Even though this was the fourth election in the country, the democratic exercises has failed to address the deep ethnic divide governing the country. The last elections were also controversial but then the interference of the US made it somehow easy to broke a deal between the opponents and an unusual power sharing deal was brokered under which Ghani was nominated as the president and Abdullah the chief executive.
Though the system worked for five years, both camps never saw eye to eye on any issue and now once again history is repeating itself as Abdullah has refused to accept the election and even threatened to grab power with force.
Now it is important here to discuss that the lowest turnout since the Taliban were ousted in 2001, with just 1.82m votes counted has made it clear that the people of Afghanistan were in not state to support the puppet regime of Ashraf Ghani in Afghanistan.
The polls results showed that the trust and popularity graph of Ashraf Ghani who called himself an undisputed leader of Afghanistan has dramatically fallen due to his incompetent leadership.
On the other hand despite knowing about the evidences of NDS-RAW terror activities in Balochistan and Indian spy Kulboshan Jhadaw admission of this fact, the so called Pashtun nationalists in Pakistan have extended their support, love for Ashraf Ghani and have openly acknowledge him as leader of Pashtuns on both sides of the border.
Despite trumpeting a false mantra of Pakistani establishment intruding in Afghanistan and demanding to stop it, these so-called nationalists leaders are exactly doing that; interfering in Afghanistan internal politics. Secondly, how ironic is that, while they are crying a foul play in Pakistan electoral process despite international recognition of being fair and transparent, they are readily accepting Afghanistan election result in spite of serious allegations and rigging evidences. The correct course would have been to question Ashraf Ghani and Co for allegations of rigging, manipulation and pressurise Afghanistan to ensure a true representative government.
Moreover, in past we have seen the support of Ashraf Ghani for the Pashtun Tahafuz Movement (PTM) a self-proclaimed movement for the rights of Pashtuns in Pakistan. Once in his tweet Ashraf Ghani has said that, “I am troubled by the arrest of Manzoor Pashteen and his colleagues. I fully echo the concerns raised Amnesty International in this regard and hope for their immediate release.”
In its response The Foreign Office (FO) had expressed “serious concern” after Afghan President Ashraf Ghani tweeted regarding the arrest of activist Manzoor Pashteen, describing Ghani’s statement as ‘interference’ in Pakistan’s internal affairs. The foreign office had dismissed the tweets as unwarranted.
Evidence in terror activities within Pakistan in general and specifically in Balochistan points towards Afghan Intelligence support and indicates that RAW-NDS Nexus are active against Pakistan in his government.
In this backdrop and keeping in view the internal political situation of Afghanistan, support for Ashraf Ghani government in any capacity is unwise and irresponsible. Pakistan foreign office (MoFA) needs to formulate a comprehensive policy discouraging a systemic patronage of nationalists leaders within Pakistan by Afghanistan. If left unchecked, it can have far reaching implications for the region in general and specially for Pakistan.

RESURGENCE OF PAKISTAN TEXTILE INDUSTRY

The textile industry due to positive efforts of PTI-led government has witnessed high profits after it has brought some relief to the textile industry.
The textile sector، the sole largest export oriented sector of Pakistan has turned to full capacity production and witnessed high profits after the government has provided some relief to the textile sector.
It is also a fact that Pakistan is getting higher export orders for textiles since China, the single largest textile exporter at world across is struggling against the deadly coronavirus.
The experts are of view that if all went well in same direction، the government will easily export target of $24-25 billion this fiscal year 2019-20.
But some media persons are making speculations regarding downward trend of economy observed in China due to spread of coronavirus and West focusing on outsourcing their textile products elsewhere, to be the main reason for business boom in Pakistan.
But according to the experts this is a pre-mature stance of the political Pundits because the Pakistani textile manufacturing cannot be compared to a massive economy like China and the multinational corporations cannot easily afford to shift businesses this quickly, it takes years to expand outsourcing in other regions and history has proved that it is almost impossible to shift businesses with such quick pace.
The experts also believe that China will soon recover from the outbreak of Coronavirus and it will again be stronger and stable as it was before.
There are some reports that the textile exports could be doubled over the next five year if the government moved in same direction on industrial sector.
The textile industry has managed to perform better than other sectors and has made exports of around $12.45 billion in 2019 and many industrialists have acknowledged these efforts of the government for uplifting of industry.
The boost in Pakistan’s economy can be seen as for the first time in 2019, Pakistan hosted the 35th World Fashion Convention, organised annually by the International Apparel Federation, a European lobby of fashion brands. The event, attended by executives of many global brands and associations, has somewhat changed Pakistan’s perception abroad and exporters are gearing up to cash in on the advantage.
Although according to the available data, first five months of current fiscal year 2019-20 were more encouraging as textile shipments to overseas markets grew 4.68% to $5.76 billion compared to the same period of the preceding year. Textile and clothing exports in 11 months of 2019 rose a negligible 1% year-on-year.
On the other hand, investment in the textile sector for replacing and installing new imported machinery increased 17% to $480 million in the period under review against $453 million in the same period of 2018.
According to the experts the industry was promised energy supplies at subsidized tariffs as part of the government’s incentive package, the decision, approved by the Economic Coordination Committee, could not be implemented in true letter and spirit.
It is also a fact that some industrialists are approaching courts as they are not receiving utility bills at the reduced tariffs notified by the government.
Meanwhile, as per some news reports, there are speculations that Government may withdraw energy subsidy granted to the textile sector. The industry has already lost its zero-rated status, alongwith four other major export sectors, in the 2019-20 budget and is required to pay sales tax from the current fiscal year.
It is also important to mention that despite expressing reservations about some loopholes in government policies, many industry players still believe that the political leadership is doing its homework to help enhance the share of textiles in the country’s global exports.
According to official data, the exporters of readymade garments reported the highest growth of 32% in first 11 months of 2019.
But it can not be ignored that the data available on record alarms that cotton arrivals as of December 15, 2019 dropped to 7.86 million bales against 9.96 million bales at the same time last year. The drop in production of cotton – a key raw material for textile mills – is likely to cause its shortage and force the textile sector to increase cotton imports.
The experts believe that the industry needs at least 15 million cotton bales in a year to meet its processing requirements.
According to statistics provided by the All Pakistan Textile Mills Association (APTMA), the industry is eyeing an export target of $13.3 billion for FY20 with projected investment of $1 billion.
The textile sector claims that things are moving in the right direction after some relief was provided to the industry by the incumbent government.
APTMA Group Leader Gohar Ejaz has also acknowledged that the present government resolved textile sector’s revival issues pending for the last 10 years, citing that the government ensured energy tariff to textile industry at par with regional and other competitor countries.
The APTMA leader mentioned that earlier, the textile industry was closing down but now it was planning to set up new textile units due to government’s support and viable policies.

PSL 5 OPENING CEREMONY

PSL Season 5 has just begun and Pakistan is buzzing with hope, happiness and excitement. For the first time the entire PSL is going to be held inside Pakistan and an array of international players are part of different PSL teams. Thanks to our security forces, agencies, rangers, police and army, security situation in the country has improved enormously. However, the real credit of bringing back international cricket is shared by the PCB officials like Mr. Najam Sethi and the current PCB setup headed by Waseem Khan. In a recent fiasco on Bangladesh tour of Pakistan, he stood firm while pushing BCB to a defensive and ensuring that the tour becomes a reality.
PSL is moving forward smoothly and Pakistanis are loving the atmosphere and enjoying every bit of the matches. Though i am sure there will be many bright spots regarding this year PSL, opening ceremony surely will not be one of them. PSL opening ceremony was as disappointing as this year PSL anthem to say the least. Though expectations were very high, opening ceremony failed to live upto the expectations. Fans initially expressed their disappointment, however, it soon vanished when the fever of matches took over. We have so far, saw few nail biters which has really grip cricket fans all over the cricketing world. However, a news broke on social media, later picked up by media that PCB outsourced opening ceremony to a company which hired Indian officials and entrepreneurs for PSL ceremony. As per the claims, 132 Indians were present in Pakistan to organize the event. Shubhra Bhardwaj was overall given the task to pull off the biggest national event’s opening ceremony, who is an Indian director and event planner. The news was followed by concern that there are possibilities that PSL opening ceremony was deliberately sabotaged. Soon Social media netizens and twitteratis blazing in anguish started trending #PCBjawabdo but PCB seems to just ignore the drama and pretend they’re too busy with the matches and are in no mood to answer the questions. PCB is being lambasted & trolled daily on the issue but there are no signs of investigation on the same. The netizens reminded PCB with India’s hostility towards Pakistani artists who are banned in India with their songs no more entertained in India and PCB was kind enough to welcome Indian organizers who destroyed our national event.
The claim of sabotaging may be a conspiracy which might have no ground or evidence but the news led us to few important questions. Why PCB can’t hired a local event planner or organizer, there are many reputable event planner in Pakistan who could have organized the opening ceremony. Keeping in view current situation in Kashmir and our relation with India on lowest ebb, should Indians be involved in such events in any capacity? How come 132 Indians were given a visa so smoothly, is the government aware of it? Did someone raise a flag on this? All these questions need to be answered by the officials and a thorough investigation must be done on how come the opening ceremony of our national event failed so miserably.
The botched opening ceremony with major organizational blunders surely should not go unnoticed and the officials need to be answerable to all the questions raised. Only an honest appraisal on the issue will help PCB learn from mistakes and come back stronger and better in the next season. Moreover the focus for now should be on executing all the matches with all the excitement it holds all over Pakistan and ends it on a high note with an excellent closing ceremony next month, while leaving these question for later.

Haqqani article in New York Times!

If any Pakistani daily had entertained Sirajuddin Haqqani’s article, it would have been enough to establish links between Islamic insurgents and Islamabad or to label Pakistan as terrorists’ backer. In that case besides barrage of criticism from Afghanistan and India, it would also had provided an opportunity to Pakistani so-called liberals, democrats and non-governmental organizations to accuse Islamabad for supporting good Taliban (the term often used by them) and requesting Trump administration for stopping financial aid to Pakistan or to blacklist the country via FATF.
It is harsh reality that Pakistanis have very short memory besides they don’t bother to do any research or counter check any issue; and in current social media environment, countries and elements exploit this to further their agenda. Lack of knowledge and research make our youngsters prone to these social media propaganda and thinking negatively about their own country and state institutions. In this backdrop, government have introduced its new social media policy and are mulling to impose credible restrictions on social media in Pakistan.

Coming back to the issue of Haqqani article, it leads us to few very important questions, such as, why did Sirajuddin Haqqani publish an article in New York Times and what was the purpose of that article? Interestingly why did The New York Times allowed it that draw a strong criticism from Afghanistan?

Who is Sirajuddin Haqqani, a notorious terrorist and the deputy head of Afghan Taliban? Is Haqqani network really a terrorist outfit? When the US and its allies did start fighting the Haqqani network? To find answers to these questions we need to go some four decades back to the history.

In 1979, when the former Soviet Union (USSR) invaded and captured Afghanistan on 25th December; this adventurism shook the anti Communism world lead by US, to stop the spread of Communism, US and its allies started an open war against Russia in Afghanistan. They lured Muslims from all over the world either by the emotional slogan of jihad or by dollars. They invested billions in establishing seminaries (Madrassas) across Pakistan, of which several hundreds were built in Khyber Pakhtunkhwa and former FATA, the aim was to produce foot soldiers for the Afghan Jehad.

Anti-communism Afghan religious and political leaders were shifted to Peshawar to train people for a guerrilla war and launch jihad in Afghanistan again for this war billions of dollars in cash and ammunition were provided to the Afghan leaders here in Pakistan.

It was the time when several jihadi leaders like Younis Khalis, Gulbadin Hikmatyar, Burhan Uddin Rabbani, Sibghatullah Majaddidi, Pir Gillani, Ustad Abdurrab Rasool Sayaf and Ahmad Shah Massoud who came and settled in Peshawar were already familiar to the International press, However, there was a guerrilla commander in southern Afghanistan who took the Russian troops by a surprise and offered a deadly resistance to them was no other tha Jalal Uddin Haqqani, His men mostly from the Zadran tribe in Khost & Paktia provinces showed strong resistance inflicted heavy losses on Russian and Afghan forces. In 1987, Commander Jalaluddin Haqqani’s fighters captured and blocked the main Kabul-Paktia road at Sato Kandao point From November 9, 1987 to January 1988,the long fight resulted in heavy casualties leaving around 300 Afghan and Russians troops dead while more than 1000 soldiers were wounded.

Jalaul Uddin Haqqani the founder of so-called Haqqani Network was such a blue eyed Mujahideen Commander of the anti-communist world that former US president Ronald Reagan called him “Freedom Fighter”. Similarly the renowned US lawmaker turned war manager in Afghanistan, Charlie Wilson referred to the elder Haqqani as “goodness personified”. Such was the level of trust between US and Haqqani that he was was the only other jihadist leader who was provided by US with stinger missiles.

Following Geneva Accord 1988 when the Russian troops announced exit and withdrew from Afghanistan, the US and its allies welcomed Jalaluddin Haqqani as a hero.

US and its Western allies abandoned Afghanistan soon after the USSR withdrawal, hence fighting started between the various factions of Afghan Mujahideen for a government, this internal fighting caused more devastation to the country than it was done by the Russians. Afghans were tired of the continuous fighting so they supported a small uprising by a local madrassa leader in Kandahar province who later became Taliban movement, the Taliban movement took over 95% of the country by mid-1990s, Jalaluddin Haqqani also became part of it.

However, after 11/9 tragic incident US and its allies topped Taliban regime. The US tried to win the support of Jalaluddin Haqqani who was offered different positions in Afghan government but he did not accept them. The US declared him as terrorist and his group was named as “Haqqani Network” a network labelled as terrorist outfit, Pakistan was blamed for secretly supporting Haqqani network to resist against foreign forces and to destabilize Afghan government. Following Jalaluddin Haqqani’s death in 2018, his son Sirajuddin was named as his successor.

Sirajuddin Haqqani who authored the recent article for The New York Times, is the son of the same jihadist Jalaluddin Haqqani. He is the deputy head of Afghan Taliban and one of the strongest Taliban commander in Afghanistan.

President Obama went all out with Afghan war in his two terms as a president but the new US President Donald Trump, announced change in Afghan policy and withdrawal from the region, this new US Afghan policy helped paving ways for peaceful settlement with the fighting Taliban in Afghanistan. Trump administration to the very extent sought Pakistan’s help to use its influence over Taliban to bring them to negotiation table. Due to continuous efforts from Pakistan, Taliban agreed for talks and are now inching towards signing peace agreement at the end of this month.

Now, when the US is all set to sign a peace deal with Afghan Taliban, it would also establish that Taliban are no more terrorists, the cases against them to be withdrawn and their thousands of prisoners would be released from Afghan jails.

Actually in international relations there are no permanent enemies, and no permanent friends, the only “permanent” in international relations is interest.

Following peace agreement, Taliban would end violence and come into power under a formula, US troops would leave Afghanistan and go back home thousands miles away, but unlike US or NATO Pakistan has no where to go, as a neighbor it has to be here permanently sharing borders with Afghanistan. Afghanistan good or worse internal situation directly affects Pakistan, just like previously when USSR invaded Afghanistan in 1979, more than five million Afghan refugees crossed border over to Pakistan, and after four decades still over two million Afghan refugees are living in Pakistan. Peace and stability inside Afghanistan is in the best interests of Pakistan, because it cannot afford another influx of refugees in case of any other Afghan conflict that is the reason Pakistan is trying it sincere efforts to play its role in Afghan peace process.

If in past Pakistan hosted Afghan guerrilla leaders and jehadis it was just to protect its borders against the then USSR and nothing else.

Interestingly the Mujahideen leaders who took shelter in Pakistan during Russian occupation are now key stakeholders in Afghan Government, Afghan government officially commemorate the day of USSR withdrawal, and acknowledge the war against USSR occupation as a Jehad or freedom war, but ironically Pakistan’s valuable sacrifices in that war (Jehad) are neither acknowledged by Afghans nor by the West and blame Pakistan for interfering into Afghanistan’s internal matters, this policy of the hypocrisy towards Pakistan should be replaced with appreciation.

Opposition continues protest in PA

PESHAWAR: High-pitched slogans and desk thumping have become hallmark of the Khyber Pakhtunkhwa Assembly as uproar rocked the proceedings of the house on fifth working day on Tuesday.

Opposition members continued desk thumping and whistling in the house.

Pakistan Peoples Party MPA Nighat Yasmin Orakzai started whistling that caused loud noise. She had brought megaphone to the house on Monday.

Speaker Mushtaq Ahmad Ghani, who presided over the sitting, paid no regard to commotion and quickly wrapped up agenda comprising three important bills, questions and calling attention notices.

The bills were passed without debate. The sitting began one hour and 20 minutesbeyond the schedule time of 2pm.

Before adjourning the sitting till Monday next, Speaker Mushtaq Ghani directed the government to negotiate with opposition to end the protest. He urged opposition to end protest and participate in the assembly`s business.

Opposition has been protesting against speaker since Monday last apparently over delay in requisitioning the assembly`s session. Leader of Opposition Akram Durrani had alleged that government was dictating speaker and he (Ghani) intentionally summoned session very late.

Both leader of the house and leader of the opposition have been missing from the proceedings.

A senior member of the opposition said that fund allocation for development schemes was the bone of contention.

`Delay in convening the session is just an excuse. The real issue is allocation of funds,` he added.

He said that government and opposidonhadreached an understandingunder which the latter would receive 35 per centof the funds allocated in the Annual Development Programme. He alleged that Chief Minister Mahmood Khan had backed out of his commitment.

Talking to media, Awami National Party MPA Sardar Hussain Babak said that opposition would continue protest in the assembly unless the government accepted its demands.

He said that the assembly had been in disorder for the last five working days, but chief ministerwasindifferenttowardsthe situation.

`This is the most immature government in the history of the province,` he said, adding that Speaker Mushtaq Ghani also violated his oath. He said that opposition was ready to resolve allissues through dialogue.

Information Minister Shaukat Ali Yousafzai told media that apology from the speaker was prerequisite for talks with the opposition. He said that opposition benches had no justification for disturbance in the assembly. He said that government had made attempts to holdtalks with the opposition but some elements within opposition did not want order in the assembly.

The assembly passed the Kaghan Development Authority Bill, 2020. The bill is aimed at giving autonomy to the authority for better management and development of picturesque Kaghan valley and adjacent areas of Mansehra district besides giving due representation to private sector in the body for achieving and maintaining high performance standards in the preparation and execution of schemes in the area. Under the new law, the authority will consist of 11 members to be appointed and notified by the government.

The authority will have six members from private sector, one of whom will be from tourism sector, with no conflict of interests.

The Khyber Pakhtunkhwa Charities (Amendment) Bill, 2020 and National Disaster Management (Khyber Pakhtunkhwa) (Amendment) Bill, 2020 were also passed by the assembly.
